Jacque J. Sokolov, M.D.

Chairman, Chief Executive Officer & President

Dr. Sokolov is Chairman, CEO and President of SSB Solutions, a national healthcare management, development and investment firm. Dr. Sokolov, currently serves as a director of Hospira (NYSE:HSP), MedCath Corporation (NASDAQ:MDTH), the National Health Foundation (NHF), Phoenix Children’s Hospital, and the White House Health Project. He previously served as the vice president of healthcare for Southern California Edison Corporation (NYSE:EIX) and chairman of the board of directors for Coastal Physician Group, Inc. (NYSE:ERDR), as a director of the American College of Medical Quality (ACMQ) and the National Business Group on Health..

Over the past 15 years, he has worked with top-tier health plans, physician organizations, hospital systems, emerging technology companies and private equity firms in virtually every major health care sector and market in the country.


Dr. Sokolov received his BA in medicine from the University of Southern California and his M.D. from the USC School of Medicine. He completed his internal medicine residency at the Mayo Graduate School of Medicine and his fellowship in cardiovascular diseases from the University of Texas-Southwestern Medical School. He previously held and currently holds academic appointments and advisory board responsibilities in the Schools of Medicine, Business and Public Health at Harvard, the Massachusetts Institute of Technology, the University of Pennsylvania, the University of California, Los Angeles, and the University of

Southern California.


Kyle Walton

Senior Vice President & Chief Operating Officer


Duncan McGillivray is a Senior Consultant for SSB Solutions and has approximately 25 years of applicable professional experience including work for Union Bank, Morgan Guaranty Trust, Bank of America, the Bank of California, and business valuation expertise. Mr. McGillvray brings experience as a business valuation, mergers & acquisitions advisory, financial modeling, financial analysis, business and marketing strategy, strategic planning, operations analysis, project management, and development of new business ventures leader.


Mr. McGillivray’s business valuation expertise includes experience valuing companies in a wide range of industries and capital structures ranging in value from $1 MM to over $3 billion. Mr. McGillivray’s experience has included work on challenging projects with top commercial banks in the U.S. and India, many of the world’s leading entertainment & media companies, Weyerhaeuser, a former publicly-traded Healthcare Information Services company (CIS Technologies, Inc.), a cardiac device design company, Nike Inc., PepsiCo, Qwest Communications, two Medicare licensed comprehensive outpatient rehabilitation facilities, IBM and Western Union.


Mr. McGillivray was formerly the Executive Vice President of Veritas Valuation Specialists, Inc., a business valuation firm in Los Angeles where he performed and communicated business valuations for acquisitions, divestitures, ESOPs and Fairness Opinions to a client base representing all industries and differing capital structures, a Vice President for The Bank of California and a Corporate Finance Officer for the Bank of America.


Mr. McGillivray received an MBA from Columbia University and a BA from Pomona College.


John Matuska

Senior Vice President


John Matuska has over 35 years of healthcare industry experience and has served as the Chief Executive Officer of two 400+ bed hospitals; first the CEO of St. Peter’s University Hospital in New Brunswick, NJ between 1977 and 2001 and then the CEO of Mercy Hospital in Miami Florida until 2008.


During Mr. Matuska’s leadership of Mercy Hospital, the Hospital received recognition from J.D. Power and Associates for patient satisfaction, HealthGrades for clinical excellence and patient safety, CMS for “better than expected” 30-day mortality in heart failure and pneumonia and Morehead Associates for employee satisfaction scores that were in the 98th percentile nationally.


During his early tenure with St. Peter’s University Hospital John served as the Vice President of Financial Services and then Executive Vice President before becoming the President & CEO of this 412 bed teaching hospital.


Prior to this experience Mr. Matuska was the Director of Financial Services for Perth Amboy General Hospital in Perth Amboy, NJ and before this he was an accountant at various CPA firms.


Mr. Matuska received an MBA from New York University and a BS from Seton Hall University.

  


David Liff

Principal, SSB Solutions


Mr. Liff, a Principal with SSB Solutions, has worked as project leader or advisor to a number of SSB clients, leveraging 18 years experience as both business executive and strategy consultant to leading healthcare and healthcare technology organizations. His expertise is focused primarily in new venture planning and development, where he has helped a number of companies assess new market opportunities, structure operations, and develop successful roll-out strategies.


Across his career, he has worked with dozens of hospitals, health systems, physicians groups and medical research organizations on a variety of clinical and technology development initiatives. Organizations Mr. Liff has assisted include Scripps Health, University of California at San Francisco, Catholic Health Initiative, Humana, Alegent Health, and McKesson Health Solutions. Most recently he served as interim CEO for a medical imaging technology venture funded by Canon USA.


Mr. Liff received an MBA degree from Stanford Unviersity Graduate School of Business and a BA in International Economics from the University of California, Santa Cruz.

  


Mark Baille

Vice President


Mr. Baillie has an extensive career in banking and financial services ranging from the Banque Nationale de Paris in retail banking services to Barclays Bank as a corporate research analyst to a former position as a corporate lender for the Société Générale.


For the last 20 years he has expanded his financial expertise by creating his own financial services company involving various private partnerships. He is recognized within the financial services community for demonstrating creative technical skills that surpass industry standards toward making highly informed market assessments and his work is featured in Merrill Lynch Wealth Management client tele-presentations.


Mr. Baillie holds a Bachelors Degree in Business from the University of Southern California and a Masters Degree in Finance from Golden Gate University.


Brad Elphick

Consultant to HCDG


Mr. Elphick is a partner in the metro Atlanta, Ga. office of Novogradac & Company LLP. He has extensive experience in the new markets tax credit programs. Mr. Elphick specializes in developer consulting, with an emphasis in forecasting and partnership taxation. He also works extensively with real estate partnership audits, compliance audits, as well as the structuring of low-income housing and new markets tax credit applications. Mr. Elphick also leads and coordinates the NMTC Working Group, a membership organization that is highly regarded for the work it does addressing technical programmatic issues surrounding the NMTC industry. He contributes regularly to the new markets tax credit content of the Novogradac Journal of Tax Credits; is a frequent speaker at industry events; and serves as chairman of Novogradac & Company’s annual New Markets Tax Credit Investors Conference held in Chicago, Ill.


Mr. Elphick received a bachelor’s degree in business administration with an emphasisin finance from Emory University and a Master of Taxation from Georgia State University. He is licensed in Georgia as a certified public accountant.
